Health Sector Management Project 
 
The Government of Macedonia's higher level objectives are economic development, poverty reduction and the promotion of social stability and harmony. By addressing the important issue cost-containment while improving quality and access, the Health Sector Management Project will contribute to these higher-level objectives. The specific objectives of this project are: (i) to upgrade the capacity of the Ministry of Health and the Health Insurance Fund to formulate and effectively implement health policies, health insurance, financial management and contracting of providers; and (ii) to develop and implement an efficient scheme of restructuring of hospital services with emphasis on developing day-care services and shifting to primary care. The project consists of four components. Component 1 supports policy formulation and implementation, specifically, Support to overall Health Policy and Strategy Development, public relations and communications, and improvement of the Ministry of Health's management and business process Component 2 strengthens governance and management of the Health Insurance Fund,, establishing eligibility criteria and a revenue collection system, and strengthening management processes, as well as improving the design and implementation of payment models and contracts, building staff capacity in areas relevant to purchasing, improving the management of drugs, and ensuring better tendering processes. Component 3 improves service delivery through supporting hospital management and improving primary care, and establishes a grant facility to improve service quality and efficiency. Component 4 supports project management and monitoring.**
